Clark Weightman is a firm of Chartered Surveyors who specialise in Primary Healthcare Property. We advise CCG’s, NHS England and NHS Property Services on a regional basis within Yorkshire and Lincolnshire and act on behalf of GP Practices and developers on a wider national basis.
We have specialised in this area since 1999 and our client base has increased annually along with our reputation in this field. We currently act and advise GP Practices on their Notional Rent Reviews; Outgoing and ingoing Partner Valuations; Valuations for secured lending purposes; insurance valuation; premises development, redevelopment, refurbishment and extensions; sale and leaseback valuations and negotiations and any other healthcare property related issues and opportunities including Pharmacy lettings and development.
Within the last 18 months we have continued to act on behalf of Bevan Healthcare and have been their lead consultant in relocating the Practice to new premises within Bradford City Centre. We oversaw the acquisition, planning and refurbishment of a city centre former law firm’s office building on a cost effective basis. Bevan Healthcare in their new premises won the “Innovators of the Year” award at the General Practice Awards 2015 and has been rated as outstanding by the CQC in April 2016.
We are currently dealing with the relocation of a GP Practice in Stocksbridge and are negotiating with the District Valuer to ensure Value for Money and a smooth transition to new purpose built primary care premises from their existing outdated and limited surgery building. The new premises will be completed in late 2016/early 2017. The former premises are to be acquired from the existing GP Practice by the developer at a fixed price which we have negotiated once the new premises are completed and ready for occupation. We have also been advising the developer on the specification for the internal fit-out and also the heads of terms for a new lease for the new premises including the initial rent.
We act on behalf GP Practices across the country which includes the largest Practice in Manchester, Collegiate Medical Centre and St Johns Wood Medical Centre in London. We continue to act on a tri-annual basis on behalf of many Practices in negotiating uplifts of their Notional Rents and have dealt with the last 5 reviews for some Practices which include the two largest Practices in North Lincolnshire, Central Surgery, Barton upon Humber and Cambridge Avenue Medical Centre, Scunthorpe. Our retention of clients we believe is second to none and keeping client’s approval of our services is one of our primary objectives. Other continual repetitive instructions include the valuation of surgery premises for outgoing and ingoing partnership purposes. Again we have continued to advise certain Practices for the last 17 years and other new clients are requesting our services in this regard on an average of two per month.
Another growing area where we are receiving enquiries and are advising is in relation to the Sale and Leaseback of surgery buildings. We have concluded and are continuing to act on behalf of various GP Practices who are seeking Investors who would be willing to buy their existing surgery premises and lease it back to the Partnership. We are involved in finding investors, negotiating the best sale price and also agreeing the heads of terms for a new lease. We also ensure that any such proposal is sanctioned by the relevant local CCG and NHS England.
As experts in this field, Simon Weightman continues to be an advisor to the NHS Litigation Authority and is on the Expert Panel for the RICS Dispute Resolution Service. There are only eighteen members on this National Panel of Experts which is nominated by the President of the RICS and Simon has dealt with numerous Notional Rent appeals in the North West over the last 18 months.
Clark Weightman remains a member of the National Primary Care Premises Forum and has been nominated for the “Property Advisers of the Year” General Practice Award for 2014 and 2015.
